Dr. Solomon is an exceptionally talented acquisition professional and leader with extensive experience in reviewing, awarding, and administering contracts in base-level contracting and contingency/mission support contracting environments. He possesses an in-depth knowledge of procurement principles, contracting laws, regulations, and policies and procedures that is critical to developing formal acquisition strategies, plans, and technical program requirements. While serving as an officer in the United States Army, he performed duties as the Chief of the Mission Support Contracting Division in Puerto Rico and supported numerous high-intensity contingency operations throughout Latin America, South America, and the Caribbean. In addition, Dr. Solomon performed key acquisition duties at the Pentagon in support of the Department of Defense where he served as the Associate Director of the Contracting Center of Excellence's Alpha Team and Associate Director of the Principal Assistant Responsible for Contracting Staff. More recently, he functioned as an acquisition subject matter expert in support of the Department of Defense Office of Small Business Programs’ execution of Small Business Innovation Research (SBIR) and Small Business Technology Transfer Program (STTR) requirements.
